Operating System: Microsoft Windows 11

I continually get an ERROR MESSAGE 0XB80003E0.  I have got it to go away several times by turning it on and off.  It comes back so I finally plugged my HP Officejet 4630 directly into the wall outlet.  That only worked for about 2 weeks and the error message returned.  How do I get rid of it?
