Hi,

The HP Solution Center software is no longer working or supported, due to Flash Technology retirement in the last year:

https://support.hp.com/us-en/document/c02463264

 

You may try other scan solutions as listed in the document, I would also suggest trying the HP Scan Extended app which may work:

https://ftp.hp.com/pub/scanners/HPScanExt/HPScanExt.msi
