Labels print fine on plain paper but shift up by 1 inch when printed on label sheets.

Welcome to the HP English Community --

Common causes might include:

  • Dirty Printer -- the slightly thicker label paper is dragging on dirty rollers
  • Worse than dirty - old printer is showing "wear and tear" -- not capturing or feeding paper properly
  • Printing at "Fit" (wording varies) as opposed to the preferred Size setting of "Actual Size"
  • Somewhat related to "Fit" or "Actual" - paper sizes, including those than standard paper size (Letter or A4) might need to have the paper size set at the Printer Control Panel or within the Embedded Web Server (EWS) - Tray and Paper.  What?  Although not directly related to the exact issue you are seeing, Tray and Paper settings (in the printer) should (as much as is possible) reflect the paper size and type settings you are using in the software or application for the print job.
  • Printer Properties > Advanced > Driver should be set to HP and not Microsoft or IPP driver
  • Label paper is not all equal -- some paper needs to have the paper type set as "Thick" , "Brochure" or as available to designate heavier paper
  • Less likely, though worth a look -- The full driver printer software might benefit from being reinstalled.  Were it mine to do, I'd leave this for after everything else has been tried / addressed.
