My 9730e is cutting off the top of the image when printing 11x17

Could be a number of things, perhaps including one or more of...

• Alignment,
• Tray and Paper - Size and Type settings -  (EWS or printer control panel after paper is changed or tray is opened)
• Shape of original image does not fit the shape of the paper (Use Fit) - Aspect Ratio
• Dirty printer  - HP OfficeJet Pro 9730 Printers - 'Paper Jam' error

Were you using a supported version of Windows, a common solution for odd results when printing A3 is to install the full driver printer software AND (next) make sure that Printer Properties > tab Advanced - Driver = the HP driver and not a Microsoft / IPP driver.
