My Officejet 8015E is locked up (frozen) and shows on the display- A problem has occurred with one of the printer's critical system files. A printer update will be installed to fix this problem. How do I reset it?

What do you mean by "My Officejet 8015E is locked up (frozen)"?
Uninstall the printer in settings.
Go to the Microsoft store and download the HP Smart App.
Install and run the app and use it to install the Officejet 8015E printer.

The printer (Officejet 8015e) is offline and displaying the following message "A problem has occurred with one of the printers critical system files. A printer update will be installed to fix this problem." But its not connected to the wifi to get updated software. I have tried the power button depressed for extended time, unplugged the power cord for 60 seconds. it keeps reverting back to the same screen message. I think it was turned off in the middle of a software update and need to reset back to accept software updates. Any idea how to get it back online?

That would definitely indicate a firmware/hardware problem. I can't think of anything else you can do if the touchscreen will not respond to touch.
