I am using MS Office Publisher (365). When I go to print an envelope (as I have done many times), the printer no longer shows #10 as an option. It only shows paper sizes, A4 & B5. The "Unusable" sizes don't even include #10 envelope.

I have used Publisher to create an envelope exactly once - for this test, in fact.
Disclaimer: I don't have Publisher 365 - I do have Publisher that comes with Office Professional 2019
I selected a plain #10 envelope template and clicked "Create" to set the size / template outline
Set the margins to Moderate ( 1/2 inch on a side)
Created a couple of text boxes (return and delivery address (in a larger font)) and added a dragon logo
Saved the file.
Printing in Publisher is similar to printing in other software.
The following assumes you have previously installed the Full Feature Software / full driver printer software.
I can provide help to install the software if you need it...
Details...
- Load the paper (envelope in this case) in the printer at the proper flap location / orientation.
- Tell the Printer about the paper in the printer
- Set the Printing Preferences (Windows) to Everyday printing or something equally benign.
- Print envelope / document shaped like an envelope
OK - so it works on my printer (OfficeJet Pro 9025) using Tray 2 (custom size capable tray loaded with #10 envelopes).
One key is making sure the printer knows about the loaded paper.
If it does not work, the issue might be that the printer is NOT aware of the paper size / type you are using.
Double check that bit after going through the information in this message...
What else?
The full driver printer software might not be installed - or if it is installed, the software might need to be reloaded.
It is possible the fault lies in Publisher - really not expected that this is the case, but it's certainly possible.
Load the paper into the printer according to the instructions in the printer user guide.
Paper already loaded? Open tray – wait a few seconds – Close tray - Update information - Continue
Tell the printer about the paper / envelope(s) loaded in the printer tray
Check / Adjust / Retain the Paper at the Printer Display Panel
Section is not applicable to printers lacking a printer display panel.
Open Printer Tray,
If you have not yet done so, Remove / add desired paper size - type
else
Wait a few seconds
Close Tray
IF applicable for your printer:
On the Printer Control Display Panel,
Click Modify / Change / No-Yes (wording varies), adjust the paper size and type, Click OK
No Size? If the size of the Paper Size is not in the Drop-down list, Select Custom
Note: Not all printers allow selection of “Custom”

Embedded Web Server (EWS)
EWS option is applicable to network connected printers.
If the printer is on the network,
If the EWS feature is supported on your printer,
Use the Embedded Web Server (EWS) to view / configure your printer.
Verify / Update Tray and Paper Information
EWS – Browser
Open your favorite browser > type / enter Printer IP address into URL / Address bar
Tab Settings > Preferences > Tray and Paper Management
If applicable, check the Advanced section (at the bottom of the Tray and Paper Management menu)
Click Apply to save changes
EWS - HP Smart for Mobile - iOS
Reminder: The EWS Tray and Paper settings must be updated before you open the object to be printed.
Open HP Smart (for mobile)
Open Settings
Open Add / Set Up a Printer
Scroll down, Click, Tray and Paper
As Available: Check / Adjust settings in Advanced
Click Apply to save changes

In section Settings > Advanced
Tab Settings > Preferences
Tray and Paper Management
As Available: Check / Adjust settings in Advanced
Click Apply to save changes

- Size not listed in the Drop-down menu? If available: Select Custom (likely the last selection in the list)

Set the Preferences – Windows
This section is not applicable to Mobile Printing.
Printing Preferences are available directly from the driver and / or might be called "Printer Properties" / "Shortcuts" (or similar) from within printing software / applications.
Preferences and Envelopes:
Select / leave Printing Preferences shortcut to "Everyday Printing" or something equally benign.

Preparation > Check / enable the printer as the “Default Printer”
Settings > Devices > Printers and scanners
UNCHECK (clear box) Let Windows manage my default printer
Select (Left-Click) your printer from the list of printers > Manage > Set as Default

Printing Preferences – Shortcuts / Selections
Settings > Devices > Printers and scanners
Left-Click on (your) Printer > Manage > Printing Preferences
Next
Tab Printing Shortcuts
Click / Highlight your preferred Shortcut
Click Apply > Click OK to exit
Optional - Additional Setup / Information
Make changes to a Shortcut (Model Dependent)
- Select your Shortcut (locked or custom) >
- Adjust the settings for paper, source (tray), other settings
- Check all sub-menus in all Tabs
- Click OK to save / leave sub menu
Custom Shortcut
On the main Preferences menu,
Save the edited shortcut or use “Save As” or “Create Custom Shortcut” to save as a new / different file name
Click OK to save the setup

Open More > section,
Check / adjust settings in each sub-section
Click OK to save sub-menu changes
