So I performed a Factory reset and now the printer wants to be activated [again] except Neat has retired the Officejet 8040 and no longer offers support.
I can't even configure the Network settings or setup Web services and the printer will not print until it is able to connect to the internet to check the Instant ink status. The printer is connected to the Network. I even connected it with an ethernet cable and everything appears to be fine except it is not connected, and will not connect, to the internet.
So frustrating. Is there anyway to remove or uninstall the Neat function altogether from the printer?

Welcome to the HP support community.
I have brought your issue to the attention of an appropriate team within HP. They will likely request information from you in order to look up your case details or product serial number. Please look for a private message from an identified HP contact. Additionally, keep in mind not to publicly post personal information (serial numbers and case details).
If you are unfamiliar with how the Community's private message capability works, you can learn about that here.
Thank you for visiting the HP Support Community.

Thank you for your response @sandytechy20
I submitted 2 support tickets with Neat but they no longer offer support for this printer so I'm not sure I will get a response from them.
I hope I will be able to resolve this matter without having to replace it with a new printer. I had already activated it when I first purchased it and for this last 2 years I have been able to work around it without having to connect to the Internet but now when I select OK to print, the printer cancels the print job automatically.
