HP OfficeJet 3830 All-in-One Printer

I have been trying to resolve what should be simple.  I have been using the 3830 by usb cable, not wireless and even though I can print from various programs I cannot open the HP software to scan documents, message is: printer is offline.  I found and followed these instructions from HP Support Agent Betty0610 here: https://h30434.www3.hp.com/t5/Printers-Knowledge-Base/Printer-is-offline-in-Windows-How-do-I-get-it-...

However, when I get to the spot where I am to remove the driver in printui.exe /s I get the message that the driver cannot be removed because the printer is in use.  The printer is unplugged from power and not connected by usb.  I uninstalled all HP programs.  Please help.

I am still unable to open the HP scan dialogue to scan items in the feeder.  I downloaded Scan Doctor 5.0.14 and the first step in this utility is to locate my printer.  My printer is connect via USB and prints from every app on my desktop however the Scan Doctor cannot find the printer.  That is great, here is a program that is supposed to fix a problem and yet it cannot find the printer.  It seems HP is doing everything it can to have me pay something to fix this since the printer is out of warrantee.  I refuse to do that, this should work, warrantees are for products that are broken or damaged, there is nothing wrong with this printer, it is the discombobulated software that is broken.
