I understand your HP DeskJet 4100e printer is experiencing issues where the on/off light is blinking but the printer won't turn on or completely turn off, there could be several reasons behind this behavior. 

 

Here are some steps you can take to troubleshoot the issue:

 

  • Power Cycle: Unplug the power cord from the printer and the power outlet. Wait for about 1-2 minutes, then plug it back in. Sometimes, this simple step can reset the printer and resolve minor issues.
  • Check Power Source: Ensure that the power outlet is functioning properly by plugging in another device to confirm it's supplying power.
  • Inspect Power Cord: Make sure the power cord is securely connected to both the printer and the power outlet. If the cord is damaged, try using a different power cord to see if that resolves the issue.
  • Printer Reset: Many printers have a reset option that can be accessed through the printer's control panel or settings menu. Refer to the printer's user manual for instructions on how to perform a reset.
  • Check for Paper Jams: Sometimes, a paper jam or other mechanical issue can cause the printer to malfunction. Open the printer's access doors and check for any obstructions or paper jams. Clear any jams you find carefully.
