My printer stopped working. I reconnected it to the internet but the app will NOT let me complete the setup. I googled a number to call and I believe it was a scam who wanted $399 to fix my printer. He said someone from Germany was using it. Please help!!

Welcome to the HP English Community --
Not sure who or what you called -- HP Support does not post support numbers on the Internet.
Fraud is a particular type of assault.
This incident likely started as a scam.
You contacted someone who wants to steal your money by saying your printer and / or computer are full of bugs.
Should you fall for their lies, each time you contact these people will be worse -- and they might sell or give your private information to others who also want to scam you.
HP Support, even were you actually talking to HP, would not be interested in whether your Internet security is so poor as to let people ramble about in your network.
HP Support accepts online submissions for devices still covered by Warranty.
No one in Germany is using your printer.
If you think that a remote possibility, turn off the printer until you do a thorough check of your Network security.
If you have let anyone into your network, your computer, or other devices,
and / or
If you have given your private information out to strangers,
Contact your bank -
Report the incident to the authorities in your region.
(Link provided later in this message.)
Scrub your network and your computer(s) with your best security software.
If the thieves were in your computer, consider what type of information they might have stolen -
Contact any affected people or companies.
What else?
If none of these things happened and you are confident of your current network and the configuration, perhaps try restarting the printer, computer, and the router that controls your network.

Scams and Thieves
Lots of words that mean: Beware !
====================================
Whomever you contacted was not HP Support.
There are thousands of scam sites on the Internet - they are sneaky, fancy, and so, so convincing.
If you let thieves into your computer, you might have bigger problems than a cancelled check.
- HP Support does not post free-to-find phone numbers on the Internet,
- HP Support does not transfer you to scammers and thieves,
- HP Support does not threaten, promise, lie, beg, or cajole,
- HP Support does not sneak into your computer,
- HP Support does not track you later and tell you "It's time for a paid update" for software they sold you the first time.
- HP Support does not sell any products to clear your computer of imaginary bugs.
HP Support requires that you submit your online in-Warranty Repair request to the proper channel for your region.

Beware of Fake Sites
The "Real Deal"
123.hp.com - Printer setup from the HP® Official site
Be very careful when out on the Internet looking for help - one little dot, space, or letter out of place can land you in trouble.
The official HP 123 site is where you can find the appropriate (and free) software and drivers for your printer.
There are many “fake” sites listed (in search engines) for “123” – please make sure you are using the actual “HP” site.
If you are asked for money to correct "issues" on your printer or computer OR if the “help” wants to sell you software, threatens you, or wants access to your computer, you are using a “fake” site. Do not give these people your information!
