Hello! Recently I bought the HP OfficeJet 3830 printer and it was installed successfully and it worked great.
But After reinstalling Windows 10 64-bit on my computer today, I can't install the printer's software and make it work and print on my computer.
The installation doesn't recognize the USB connection, I tried to install the driver through the "Device manager" but I got this message::"The printer driver is not compatible with a policy enabled on your computer that blocks NT 4.0 drivers."
Sometimes it appeared that the installation software recognize the USB connection, but when it tried
to connect it failed.
Also, the Ethernet connection failed, even though the wireless connection in the printer was enabled.
I tried to delete all HP's installations even the HP's folder in the C: driver but it didn't help.
(The computer itself [the printer appears in the "Devices and printers"] recognize the printer. but it saying that there is no driver installed.)
The Dr.HP utility didn't help too.
(In Microsift word I can only see the fax option)
Can you please help me?

Welcome to the HP Forums 🙂
I would like to take a moment and thank you for using this forum, it is a great place to find answers.
As I understand the driver installation on your HP Officejet 3830 isn't working,
Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:
Did you attempt to install the full feature software from the HP website?
(Click here to find and install, if you haven't)
If you want to install a non-Kernel mode driver locally for a remote network printer:
- In Control Panel, double-click Printers and Faxes.
- Double-click Add Printer to start the Add Printer Wizard, and then click Next.
- Click Local printer, click to clear the Automatically detect and install check box, and then click Next.
- Click Create a new port, and then under Port type, click Local Port.
- For Port Name, type the path to the printer in the form of \\server\printer, where
the server is the name of the print server and
the printer is the name of the printer. - Click Next, and then choose a Windows 2000 or Windows Server 2003 driver for your printer.
- Click Next, and then follow the instructions to finish the wizard.
Note: If you use method 2, you will not get printer updates from the print server when the printer driver is later updated on the server.
Keep me posted,
If the information I've provided was helpful,
Give us some reinforcement by clicking the solution and kudos buttons,
That'll help us and others see that we've got the answers!
Good Luck.

Thank you very much but I already solved that by myself. I did a refresh to my OS (It deletes all programs and drivers and keeps only your personal data and also sets the default settings.) And after that the printer magically start to work properly! (Before that I called to the Israeli tech support and their expert after some attempts to do something just he hung up the phone.)
