I have the same problem: cannot save scans as searchable PDF files using HP Scan which came with my HP Photosmart C7280 All-In-One, using a Mac running MacOS Sierra. I need a resolution to this problem, too. Has it been addressed, what is the timeframe?
Also - another thread in this forum indicated that HP had helped someone address the problem, and now it works for them. If that could be documented here, it would be fantastic. Thanks.

HP Easy scan is NOT a solution because it cannot create a searchable PDF file. How can I make HP Scan work with Mac OS Sierra?
When I try to save as searchable PDF, the scanner workflow begins, but halts with an error message "An error has occurred saving the file because it could not be written to. Check the properties for the file to make sure it is not read-only."
What file does the error refer to, located where? This should be an easy fix... Please reply again.

Allow me to welcome you to the HP Support Forums! It is a great place to find the help you need, from other users, HP experts, and other support personnel.
I see that you are having issues while scanning from MAC. Did you try scanning with the HP Easy Scan?
Check http://hp.care/2ffHTph Also, you can try different versions of Versions of HP Easy scan. Currently, we are running the 1.6 version. If it does not work, then try a different version and check.

Thanks for the update!
HP Scan software comes with the full feature drivers of your printer. Unfortunately, since your printer is an older model, MAC 10.12 full feature drivers are not available.
If HP Easy Scan has the option to save scans as RTF or TXT files, you can scan documents that you can edit.

Scan a document into HP Easy Scan.

Click Send, then select Folder.

Click the Format menu, then find RTF or TXT.

If RTF or TXT formats are available, select one, then click Save to save the scan as editable text.

If this option is not available, then you might have to use some 3rd party applications to do this. These are some suggestions in one of the online boards: http://hp.care/2imddFz

Please contact HP phone support for further assistance.
You can visit http://www.support.hp.com/contact-hp and fill in your product details to get the tech support number.
(1) Once the support page opens please select the country in which you're located. Next, enter your HP model number on the right.
(2) Next, choose the 'Contact Support' tab at the top and scroll down to the bottom of the 'HP Support- Contact' page to fill out the form provided with your contact information.
(3) Once completed click the 'Show Options' icon on the bottom right.
(4) Lastly, scroll down to the bottom of the page and select 'Get phone number.' A case number and phone number will now populate for you.
