I uninstalled Solution Center, ran the SFC Scan and reloaded the Software but this did not work.  Under Accounts I do not have the option to choose "Family & other users", or "Other users" so I was not able to create a new account.

This seems to be an issue with the Windows OS. Are you using Windows 10 or Windows 10S?

Please uninstall the HP Solution Center and perform a Reset and then redownload the software

My PC came with Windows 8 and I upgraded to Windows 10, so my question is how will the Reset affect any Apps or other information that did not originally come with the PC?

Hi,

Can you see the HP Digital Imaging Monitor in your System Tray, is this application up and running?

 

Please follow 'Windows 8 > USB connection > Solution three: Make sure that the HP Digital Imaging Monitor (DIM) is running, also follow Solution four: Make sure that Pml Driver HPZ12 is running':

Although this is for Windows 8, please give it a try as the Windows 10 software is very similar.

 

Additionally, is the printer connected via USB or wirelessly?

HP Digital Imaging Monitor (DIM)  and the Pml Driver HPZ12 is running'.  When I try to open Solution Center it still will not open to the menu options and still getting the same error.
