I uninstalled Solution Center, ran the SFC Scan and reloaded the Software but this did not work. Under Accounts I do not have the option to choose "Family & other users", or "Other users" so I was not able to create a new account.

Can you see the HP Digital Imaging Monitor in your System Tray, is this application up and running?
Please follow 'Windows 8 > USB connection > Solution three: Make sure that the HP Digital Imaging Monitor (DIM) is running, also follow Solution four: Make sure that Pml Driver HPZ12 is running':
Although this is for Windows 8, please give it a try as the Windows 10 software is very similar.
Additionally, is the printer connected via USB or wirelessly?
