THANK goodness for user "Rigatoni." I fixed the problem and I can now scan using the apple scanner instead of opening up all the HP apps to scan.
Here are the steps I took:
-Open the Finder, pressed Command+ Shift+ G, then paste in @Rigatoni's code (below): /Library/Image\Capture/Devices/HPScanner.app/Contents/MacOS/HPScanner
-Select the file named "Image Capture"
-Select file "Devices"
-Right click "HP Scanner 3" + "Get Info"
-Unlock the little lock in bottom right corner with your computer password
-Change permissions for "system," "wheel," and "everyone" to "Read and Write."
BAZINGA! Your scanner should work again.

With the help of Apple Support Brazil, Daniel, I got to make it work again.
It follows: Finder - Macintosh HD - Library - ImageCapture - Devices. Then appear all the scanners in the library. Then you choose one-by-one and and in each you right-click, then "obtain information" (or so), then you open the lock (it will require, every time, your computer's password). Then you turn all three (in the bottom) "system", "admin", and "everyone" to "read and write"(or so). It worked very well. That sh... message "You do not have permission to open the application “HP Scanner 3” will not apear anymore.
But the interface of the new version of the HP Scanner is very bad. It gives you not the features to "save as", usf.
Hope it will help you all.
The problem, I think appeared as a result of a fight between Apple and software developers in general. Newspapers say that software developers are angry with the prices Apple ask to make their softwares available in the ASU: This message appears in the HP page: "

Thanks to JahSin this is THE BEST SOLUTION so far and worked immediately after I installed configured.
I wasted 30+ minutes on all the other non-working solutions.
THIS SHOULD BE FLAGGED AS THE SOLUTION TO THIS ISSUE!

Apple no longer provides HP print drivers through Apple Software Update (ASU).
1) Sadly, this doesn't work for me. I don't have a "system", I have these three:
2) No, this problem isn't about any dispute between Apple and developers -- that's about iOS developers and the revenue split in the App Store. This is a problem about drivers being supported in macOS, which doesn't use the App Store. This appears to be HP not supporting the native macOS scanner interface correctly.
