"not sure if anyone has read the other pages but for me I had the same issue and all I did was delete HP Scanner 3 from the hard disk in the "library" then "image capture" then "devices" and put it back in the folder in that I "deleted" it from."
I indeed tried that one (exactly as shown) first. Didn't work for me unfortunately, so went further into the comments and found the Terminal-based solution.

So I’ve got an envy 7640. Same issues as above. Deleted the apps and reloaded Ho smart and tried scanning from the glass, victory!
when o tried the document feeder however, the document feeds, but no image shows up in the app.
For now, using the app on my iPhone and scanning to the computer.
the quest continues!

I hope you've solved this frustrating problem by now, but if not I can offer a solution.
I have a HP5230 and had had the same permissions problems on my MacBook Pro when I was trying to scan.
I eventually...
1. reinstalled the printer using the HP Smart app but during the process it couldn't find the printer and suggested re-setting up the wifi connection.
2. From the printer I used the WiFi Wizard to reinstall the printer onto the wifi network.
3. After that the HP Smart app found the printer and continued successfully with the install and both the printer and scanner are now working properly.
I hope you are able to get a successful result with your printer.

If you run the Easy Start app and then when you get the step to setup you click the window close button, you get the option to skip to the software download and then are able to set up the full functioning, older versions of the software which also allows to use "Scan to Computer" from your printer if equipped.

I solved the problem.
go to Folder: /Library/Image Capture/Devices
Open new terminal at folder on the HP Scanner 3 icon
cd Contents/MacOS
sudo chown for yourself, and chmod 777 HP\ Scanner\ 3
after that it will work.

After a long time, today I finally solved this problem... I hope this can help you guys:
On your Mac, close all open applications.
In the top menu bar, click Go, and then click Go to Folder.
Type /Library/Image Capture/Devices, and then press Return.
A window opens containing the app information in an error message.Double-click the app listed in the error message.
Close the window, reopen the app, and then try to scan again.
After that, if that does not work, on finder, inside above folder, click with right button on Hp scanner 3, show package content, content, mac os, and you will find Hp Scanner 3 (exec)
open terminal
type the command sudo (and press, hold and drag the file hp scanner 3 to terminal screen, press enter
type your password
and try again
This worked for me!

Different version same problem. I got the drivers for the DeskJet F4400 All-in-One Printer Series which is compatible on that list and the printer will print but it's giving me the same You do not have permission to open the application "HP Scanner" with error code -(21345) failed to connect to the device. So I downloaded HP Easy Scan which worked great on old computer but not on my new iMac 27" running Mac OS Big Sur 11.5.2 all up to date and only used by me at home. The Easy Scan window appears but that's as far as I can get. None of my other apps including apps in utility folder have the following in Get Info - all other apps just have system - Read & Write, wheel - Read only, everyone - Read Only. The HP installer's Get Info has my name all lower case no space such as this - firstlast (Me) - Read & Write, staff - Read Only, everyone - Read Only. Of those 3 the only option after unlocking is it will only let me minus staff, no revert for any of the 3, no make firstlast (Me) the owner or revert, for everyone no revert either. If I click the + button Users & Guests window pops up, only has option of "Administrators", below that is my name (spelled properly but it's grayed out) but even choosing that doesn't get rid of the error for the scanner it just adds admin to the list with Read Only privileges, makes no difference if I change that to Read & Write, which makes me wonder if in Users & Groups window, is "Administrators" the heading and my name listed below but grayed out means I have to create a new user for myself?
When I set up new computer I may have skipped something it said I could do later even though I can login using the password I created and I'm the only Administrator, but this issue has me wondering if that's why even though it's the same error issue others are getting when trying to use scan.
The reviews for HP Smart on the App Store aren't great but finding a review about the same DeskJet F4400 isn't easy.
Is getting that the only option now since I've done the installer pkg twice, uninstalled using the HP one listed here and rebooted twice?
