Now someone has assigned this same IP to something else and the printer now says, The feature has been Locked by your Admim or the person who setup the printer,
Not able to change IP to DHCP or anything. Please help

@ivar12 Greetings from the HP Community!
I suggest you create a TCP IP port:
- 1. Print a Configuration Page to get the printer's IPv4 address (you can also tap on the wireless icon on the front panel of your Printer to get the IP address
- 2. On your PC, go to Control Panel, from Devices and Printers, right-click the printer and left-click Printer Properties, select the Ports tab.
- 3. Click Add Port, select Standard TCP/IP Port, then select New Port and follow the wizard.
- 4. Type in the proper IP address for the printer.
This video resource will show you how to do it: Click here to watch
If the issue persists, please perform a hard reset and get back to us with the results:
- Turn the printer on, if it is not already on.
- Wait until the printer is idle and silent before you continue.
- With the printer turned on, disconnect the power cord from the rear of the printer.
- Unplug the power cord from the wall outlet.
- Wait at least 60 seconds.
- Plug the power cord back into the wall outlet.
- NOTE:
- HP recommends connecting the printer power cord directly to the wall outlet.
- Reconnect the power cord to the rear of the printer.
- Turn on the printer, if it does not automatically turn on.
Wait until the printer is idle and silent before you proceed.

Thank you very much for your Solution. Managed to change the IP to another static, but the message of The feature has been Locked by your Admim or the person who setup the printer, is still present.
The printer and scanner are working fine now.

Ravi Kumar

@ivar12 I'm glad the printer is now working fine, although, to resolve the issue with the message you are still getting, we may need to reset the printer and setup the same again,
I suggest you check my private message for steps on performing a full reset, the instructions are designed for your specific printer and if anyone with a different model would try the steps, it may render the printer unstable, hence a private message would be the safest way of sharing this information: Click here to know how the private message function works.
Stand by for updates!
And have a good day.
(P.S: If anyone wants these instructions for their specific printers, please create a public post and tag me, I'll be happy to help).
