The hp smart printing driver (https://h30434.www3.hp.com/t5/Printer-Setup-Software-Drivers/Why-all-of-a-sudden-is-there-an-HP-Smar...) appeared on my laptop, it was VERY useful but it got deleted, I have reinstalled hp smart several times but this didn't come with it, does any one know the solution?

What?
The HP Smart Printing queue is indeed a clever piece of code -- it understands how to prevent conflicts and it knows how to use Presets (Custom shortcuts).
In spite of its inborn intelligence, people sometime try to get rid of it.
OK...
If HP Smart Printing is compatible with your printer,
and
If the reason for the issue is not some weird error buried deep in the File System (Windows).
One or more of the following might help you recover the HP Smart Printing queue.
Settings > Bluetooth & devices > Printers & scanners
Look for and, if found, open "HP Smart Printing"
If open, Check for a way to test -
For example, run the Troubleshooter, Print a test page, open the Printer App (opens HP Smart)
If found but none of the options on the menu work, "Remove" HP Smart Printing and Restart the computer.
Try the following -- If the reason is buried in the HP Smart application data in your account, the reset app procedure might help.
Windows - Reset HP Smart Application
Reset the HP Smart application - This action removes the app data.
How to Reset the App
Windows 10 -
Settings > Apps > Apps and Features
OR
Windows 11 -
Settings > Apps > Installed Apps
Next,
Search / Find HP Smart in the apps list
Open Advanced options > Reset the app
Restart the computer and log in
Open HP Smart > Sign in > Add Printer(s)
What if?
If the app Reset does not work by itself,
Next,
Uninstall the HP Smart App from Settings > Apps > Installed Apps or Apps and Features
Restart the computer and log in
“Get” a new copy of the HP Smart application from the Microsoft Store
Open HP Smart > Sign in > Add Printer(s)
