Hi @D-n-Dinc8910,
Welcome to HP Support Community.
Thank you for posting your query, I will be glad to help you.
It sounds like you've done a lot of troubleshooting already. Here are some additional steps to try for resolving the "Not Installed" issue with your HP OfficeJet Pro 8130e printer.
Check Printer Connections
- USB Connection: Ensure the printer is properly connected to your computer via USB. Try using a different USB port or cable if possible.
- Network Connection: If the printer is networked, ensure it is connected to the same network as your computer.
Update Printer Drivers
- Go to the HP Support website and download the latest drivers for the HP OfficeJet Pro 8130e. Install them and restart your computer.
Run the HP Print and Scan Doctor
- Download and run the HP Print and Scan Doctor. This tool can automatically diagnose and fix common printing and scanning issues.
Set the Printer as Default
- On your computer, go to Settings > Devices > Printers & Scanners.
- Find your HP OfficeJet Pro 8130e in the list and select it.
- Click on Manage and then Set as default.
Remove and Re-add Printer
- Remove Printer: Go to Settings > Devices > Printers & Scanners, select the printer, and click Remove device.
- Re-add Printer: Click on Add a printer or scanner and follow the prompts to add your HP OfficeJet Pro 8130e again.
Check Windows Print Spooler Service
- Press Win + R, type services.msc, and hit Enter.
- Locate Print Spooler in the list, right-click it, and select Restart.
- Check if the issue is resolved.
Reinstall HP Smart Software
- Uninstall the HP Smart software completely.
- Reboot your computer and reinstall the latest version of HP Smart from the HP Smart App page.

Printer Firmware Update
- Check if there is a firmware update available for your printer on the HP Support website. Updating the firmware can sometimes resolve issues with printer connectivity and functionality.
Firewall/Security Software
- Sometimes, firewall or security software can block printer connections. Check your firewall settings to ensure that your printer is allowed through.
Check Printer Status and Alerts
- Ensure there are no error messages or alerts on the printer itself. Sometimes, printers display error messages that can help identify the problem.
I hope this helps.
Take care and have a good day.
