Normally you have to follow the right step to install software and DO NOT plug in the printer before the process asking for. One more thing, please try USB 2.0 (not USB 3.0) port.
Please try
(a) Download software and driver and save on your computer
https://ftp.hp.com/pub/softlib/software13/printers/EN7800/EN7800_Full_WebPack_44.4.2679.exe
(b) Run downloaded file
(c) Select USB connection and plug printer and the process asking for,
(d) Follow on screen instructions.
