My daughter is not allowed to connect her printer to the campus wifi, so we want to try to use her cell phone as a hot spot to enable her Instant Ink account. I can't seem to find any good instructions on how to do this. Can anyone help? (And once we have that sorted, I need to then figure out if she can print from her laptop using bluetooth, or if she will require a cable to connect). I can't imagine this is a new/unique issue, since most college campuses seem to have similar rules about printers being connected to the campus wifi, but I am having a surprisingly difficult time finding information. Hoping this community can come to the rescue!

I understand you cannot connect to the campus Wifi. HP Instant Ink will not work on a Hotspot connection. The printer has to be connected to a personal router. It may also not work on a guest network.
HP ENVY 6055 printer does not support printing on Bluetooth connectivity. You will have to use a USB cable or connect it wirelessly to the laptop.

The actual "solution" is that my daughter boxed up the HP and we bought her a different brand megatank printer. If you can't do Instant Ink, the HP cost per page is way too high. There must be thousands of people sending their kids off to college for the first time who don't realize they won't be able to connect to the campus network - your Instant Ink marketing should have a disclaimer for people not in control of their network connectivity.
