Creating the port solved my problem. I was concerned that after printing a test page the port in printer properties switched from the created port back to a WSD port, but printing has continued to work so far.

If the problem has just started, Windows may be downloading updates in the background and the system process may be taking up upwards of 40% CPU usage and upto 100%disk usage on HDDs. Use the Windows task manager to see the offending process. You can sort by CPU or HDD usage by clicking the column header. The update process is named “delivery optimisation” and the system process just that - “System”

It is also possible your anti virus is running a full system scam or a rootkit scan eating up most of your HDD bandwidth. You can check this too via the task manager utilization percentages.

It seems Windows 10 automatically switches the printer port from the standard tcp/ip port back to the WSD port which breaks printing. In the registry under HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Print\Monitors\WSD Port\Ports, I removed the key corresponding to the WSD port windows was insisting on using.  After a reboot, the printer was  still assigned to the tcp/ip port and printing continued to work, so I am hopeful that was the last piece to the puzzle.
