Printer was working correctly and then suddenly I'm receiving a printer not available error on both of my PC's when attempting to utilize.

If you have not done so,
Restart the printer so it can try to reconnect to your network.

I have attempted all of the solutions suggested, but none seem to work. Both HP Smart & HP Print & Scan Doctor can see the printer, but fail also when attempting to send a Test Print page to it. It sounds like a driver issue, but both my tower and laptop failed at the same time. If the printer itself is failing internally, would it operate in such a fashion?

All the solutions do cover a lot of what can be tried.
Sure - could be drivers but you have tried uninstalling / restarting / reinstalling the software - so ??
Yes - could be the printer hardware - this type of failure (wireless radio dies) is possible but rare.
Yes - could be a tangle - if you are not using Wi-Fi Direct > If Wi-Fi Direct is switched ON, do toggle it OFF on the printer.
More likely, the printer cannot find the network at all.
Since setting the printer back to network defaults and then adding the printer to the network did not work,
If you have not done so,
Open
Printer Turns Off Unexpectedly or Repeatedly
Step 2: Restart the printer
NOTE: HP recommends plugging the printer directly into a wall outlet.
Assuming the firmware is already up-to-date so no need to repeat that.

Here is the latest. I attempted to print a picture from my iPhone, and it worked correctly, but neither of my Windows 10 PC's are able to send it print jobs. When I attempt to use HP Smart's "Test Print" option, I received error "Your printer has experienced an unexpected configuration problem. 0x80070570". Both computers have recently had installed a windows update, could there now be an issue with Windows?

Yes, absolutely this could be a driver issue caused by Windows Update.
Windows Updates can occasionally wreak havoc on printer software.
That the timing and the result is the exact same on both PC's does make it likely that the same Update was involved but it is not necessarily the case.
