My control panel indicates it is locked. I do not recall either my user name or password. How can I do a hard reset so I have access to this panel?

Thank you for posting your query, I will be glad to assist you.
I see that you are facing an issue with your Printer that is locked.
The default username and password for your printer would be blank or admin for both username and password.
However, if you still have issues try performing a factory reset on your printer and check if it helps.
LCD control panel
1. From the product control panel, press the Setup button.
2. Open the Service menu.
3. Select the Restore Defaults option, and then touch the OK button.
The product automatically restarts.
Touchscreen control panel
1. From the Home screen on the product control panel, touch the Setup button.
2. Touch the Service menu.
3. Select the Restore Defaults option, and then touch the OK button.
The product automatically restarts

Hello Irwin. Thank you so very much for taking the time to respond to my inquiry. Unfortunately, I had already been without a working printer for several days, so this was a very time-sensitive situation. I ended up calling HP directly on Monday and spoke to a technician who was both helpful and knowledgeable about this issue and was able - after more than 45 minutes of trouble-shooting - to reset my printer and get it up and running. However, I have printed up the steps you have outlined in your response to me and will definitely refer to them should this problem occur again in the future. Again, I thank you for your time and for sharing your knowledge and expertise with me.
