Disconnecting the usb cable does cause the HP-setup SSID to appear.
I have to use the USB cable to connect in the first instance though.
The router is a dual band router known as a "plusnet-hub-one". I cannot seem to find the actual manufacturer (plusnet is the ISP). My computer is connected via the 5GHz network, but the printer won't connect to the 2.4GHz network. Do the computer and printer have to be on the same network?

That depends on the router capabilities, while Dual-Band routers should allow both bands to work together but that not necessarily offered by the preconfigured router configuration and the router capabilities vary for different routers.
If the printer doesn't work from the computer, make sure to connect the computer to the same band and check if it then works.
If that works, I suggest checking with your router service provider, to check what are the router capabilities and configuration options.

I switched the computer to connect to using the 2.4GHz band only and then both 2.4GHz and 5GHz bands using two WIFI adapters. The router can cope with simultaneous traffic on both bands, but I still cannot connect the printer to the 2.4GHz network. Using the hp-setup utility always fails to give me an ip address for the printer.
This really isn't very good. One would expect that switching a printer to a different network would be a seamless operation.
