I have done all the steps in the intial troubleshooting that was recommended in this thread, please send me whatever else you have to help others. I just used this feature a week ago and now it is not working.

I am having this same problem. My printer can print and do everything else and is clearly connected to the Web because it sends me a PIN Email when I try to reset it. But when trying to scan to email, I get a "Unable to Connect to Web Services". Two things:
1. LOTS of people seem to have had this problem for months. Why hasn't this been solved?
2. You seem to email people solutions. Why aren't these solutions being made public?
This is pretty ridiculous that you individually email solutions to people but don't make them available to the general public when it's quite clearly a widespread problem. Please provide the solution ASAP.

Don't feel bad swirve he still has not emailed me the solution so I don't know if he is even do that anymore. This problem is something that should have a solid solution by now but I am still dealing with it. If he emails you the solution before me will you post it on for us all to see.

Thanks to the person that emailed me a solution after HP deleted their post publicly stating it. I will try it shortly and see if it helps. To HP: this is absurd customer service - I have no idea what the hell you are thinking or why you are spending your time trying to prevent other people from offering solutions while not even doing it yourselves.
This is professional incompetence at its finest.

The procedure that HP was sending out was to perform what is called a "s e m i - f u l l r e s e t". This process "nukes" your printer, and I'm told that it can be quite dangerous if performed incorrectly.
I can understand them having their people stop sending out these instructions, but there is no excuse for simply ignoring all of the people who are crying out for help. They could at least post in the forum that they have no real solution to the problem, or that they feel the problem is being caused by your network. Dead silence is not acceptable. I know that they are either monitoring this thread or have a keyword alarm, because I had a previous post removed and got a message from HP within a half hour after I made it.
Interestingly enough, IN MY CASE this problem was external to the printer, and although the reset did fix the problem, it's why it fixed the problem that people should be asking.
IN MY CASE the cause was a hard-coded IP address on the printer that had become incorrectly assigned by a new DHCP server to a specific (not the printer's) MAC address on a specific port in a layer-2 switches ARP/RARP table. I would strongly suggest that you turn off every device in your network, THEN turn them all back on before you go searching for instructions on how to perform an SFR

This is the solution. Be warned: this resets your printer and you will need to reconfigure everything. That said, it worked for me. HP may delete this for reasons I disagree with but this is HP's response:
I understand that you're having issues with your scan app. The next step is to complete a semi full reset. Keep in mind after doing the semi full reset you will have to connect printer back to network. The steps are below for your printer. Please do not post this information on the forums and check out thread before doing steps.
To do a semi-full reset.
1. Make sure the printer is on the home screen.
2. Touch the Home button, then the return/back button then followed by the cancel button/red x then the return/back button. The buttons won't be lit up, but will still respond to touch.
3. If you do step 2 right, you will see Service Menu come up on the printer's front panel select it.
4. Touch the right arrow until you see Resets Menu and touch OK.
5. Touch the right arrow until you see Semi-Full Reset and touch OK.
6. The printer will shut down.
7. Turn the printer back on and go through the setup screens.
If the semi-full doesn't get the printer working right, let me know..
