If clearing your cache and cookies does not work, ensure that cookies are enabled and restart your computer. In most cases this resolves the issue. The other alternative is using another browser like firefox or chrome.
If you are unsure on how to do this let me know which operating system you are on, and which web browser you are using, and I can probably help you out.
As far as signing up on a smartphone just navigate to www.eprintcenter.com like you would on a computer and sign up, it should be the same process.
