Printer constantly goes to offline status, Fulloy connected with strong signal to local network, HP Smart says it fixed problem, Scan and Print Doc says problem is unresolved, Have followed all suggestions form HP, check network, ports, defaults, and nada. At wits end

Having your HP OfficeJet 3830 printer constantly going offline despite being connected to a strong local network can be frustrating. There are several steps you can try to resolve this issue.

Check what kind of port is being used for the driver. Often windows will create a WSD port and this type of port is unreliable. Better to manually create a TCP/IP port for the driver.
