Microsoft Windows 10 (64-bit)

- I've tried power cycling the printer several times.

- I have  unplugged the printer from surge protector and plugged directly into wall outlet.

- I've removed and reseated all toner cartridges. Placed the toner one by one. 

- Tried without toners.

 

Issue persist. Can anyone help?

Yes its definetly 59.C0 = Developer motor rotation error
If you have a set of maybe empty cartridges to try - try them. 
If the cartrdiges are not at fault you definetly have a bad motor and will need replacement at a specialist

This error usualy means theres a issue with one of the developer motors. 
Are the toners OEM spec? 
Can you please provide the printers model?

Edit: seen this issue with alternative cartridges that are stuck aka dont turn

All my toners are OEM specs. It'sLaserjet Pro M252dw
