6455e won't print using usb without internet

My Envy 6455e printer is connected using a USB to the the laptop.  I have intermittent wifi.  After the wifi cycles off, the printer won't print without internet despite being connected with usb to laptop

"Laptop" might indicate you are using a computer that runs a supported version of Windows.

True - some functionality is lost when you do not have a way to connect fully and that does include the printer being able to connect itself to the Internet (Web Services).  Anything that depends on Web Services will not be available when the 'net is down.

HP Smart presumably works with just a USB connection - some / most of the features are not available.  I've never tried using HP Smart using a USB cable connection and cannot comment on what / if / how or to what extent it is possible.

If the intermittent Wi-Fi service is interrupting tasks you run on your local network service (certainly possible),

If you are indeed running a supported version of Windows,

If you have not done so,

Install the Full Feature Software / full driver printer software

As long as you stay away from tasks that require the software to interact with (for example) your email, the full driver printer software supports both file / image printing and local scanning.

The network must be able to connect to the "outside world" at least long enough to install the software installation package.

Thank you for the comprehensive response.  I've installed HP Smart several times.  Each time, it works for a while, then suddenly stops due to the intermittency of my available wifi and I have to remove and reinstall HP Smart.  

I do have continuous ethernet connection, but that doesn't help.

True - HP Smart is not going to be happy with a network that goes up and down.   Many of the features in the application are tied to (dependent on) the network (and Internet) being available.

The full driver printer software does not share this level of sensitivity when connected with a USB printer cable and generally provides a full range of print and scan services.
