I understand the blinking blue light on your HP OfficeJet Pro 9015e indicates that the printer is trying to connect to WiFi, even though you're using an Ethernet connection. The issue could be interfering with scanning.
Here are steps to troubleshoot both the WiFi and scanning issues:
1. Disable WiFi on the Printer:
Since you're using an Ethernet connection, the printer doesn't need to search for WiFi.
- On the printer's control panel:
- Open Settings or Network Setup.
- Select WiFi or Wireless Settings.
- Disable Wireless or WiFi.
This should stop the blue light from blinking.
2. Check Scanning Functionality:
After resolving the WiFi issue, follow these steps to fix the scanning problem.
a. Restart the Printer:
- Turn the printer off, unplug it from the power source for about 1 minute, and plug it back in.
- After the reboot, check if the scanning functionality works.
b. Update Printer Drivers:
Ensure you have the latest drivers installed for your printer.
- Visit the HP Support Page and search for your printer model.
- Download the latest drivers for Windows 10 (32-bit).
- Install the drivers and restart your computer.
c. Check HP Smart App or Scanning Software:

- Ensure the IP address displayed matches your network range.
3. Reset Network Settings (If Necessary):
If the issues persist, you can try resetting the network settings.
- On the printer's control panel, go to Settings > Network Settings > Restore Network Defaults.
- After resetting, reconfigure the Ethernet connection.
