I understand that you are facing issues with your HP DeskJet 2652 All-in-One Printer wherein all the lights are flashing.
This issue could occur if the printer is in error state.
Let's go through a few steps that may help to fix this issue.

I still did not get any help what so ever from your answers.
I also have HP 2652 that keeps blinking everything with the code E-E
On display everything is flashing. Every single light is flashing.
Is it time I just bite the bullet and get another printer? Or can my printer be saved?

Welcome to HP support community.
Perform a power reset
- Turn on the printer, if it is not already on.
- Wait until the printer is idle and silent before you continue.
- With the printer turned on, disconnect the power cord from the rear of the printer.
- Wait at least 30 seconds.
- Plug back the power cable straight to a wall outlet and printer without any surge protector.
- Turn on the printer.

For my problem was a faulty connector on the color cartridge. I seen that one copper connector looks totally black. When placing the original set up cartridge it worked fine. The error must state it can not read the information that the cartridge is trying to send. Mostly it's the amount of ink available. But it was a brand new cartridge. It still prints a few pages before a reset is needed.

This seems to be a hardware issue.
I request you to talk to HP support.
They might have multiple options to help you with this.
- Click on this link - https://support.hp.com/us-en/contact-hp?openCLC=true
- Select the country.
- Enter the serial of your device.
- Select the country from the drop-down.
- Click on "Show Options".
- Fill the web-form. A case number and phone number will now populate for you.
