Welcome to The HP Support Community.
Thank you for posting your query, I will be glad to help you.
I understand you are getting the blue screen error code 01B3B8E6 on your HP OfficeJet Pro 9013 All-in-One Printer may indicate a firmware issue or a hardware malfunction, especially given the history of frequent power cycling.
Here are some steps you can try to resolve the issue:
Troubleshooting Steps
Power Cycle the Printer:
- Turn off the printer and unplug it from the power source.
- Wait for about 5 minutes.
- Plug it back in and turn it on.
Check Connections:
- Ensure that all cables (power, USB, etc.) are securely connected.
- If you're using a USB connection, try a different port on your computer.
Firmware Update: Update the firmware on an HP printer
- Check if there’s a firmware update available for your printer:
- Go to the HP Software & Driver Downloads page.
- Enter your printer model and download the latest firmware if available.
- Follow the instructions to update the firmware.
Factory Reset:
- If the error persists, you can perform a factory reset:
- On the printer's control panel, go to Settings > Printer Maintenance > Restore Factory Defaults.
- Note that this will erase any custom settings.
Check for Hardware Issues:
- Inspect the printer for any visible damage or foreign objects.
- If there are any unusual sounds during startup, it may indicate a hardware problem.
