The answer is "maybe" - likely not.

Why?

Product Specifications for the HP ENVY 5055 All-in-One Printer (M2U85A)

The printer supports "card paper" at the weights shown in the specs.

Media types
Plain Paper; HP Photo Papers; HP Matte Brochure or Professional Paper; HP Matte Presentation Paper; HP Glossy Brochure or Professional Paper; Other Photo Inkjet Papers; Other Matte Inkjet Papers; Other Glossy Inkjet Papers; Plain Paper, Light/Recycled
Media weight supported (metric)
A4: 60 to 90 g/m²; HP envelopes: 75 to 90 g/m²; HP cards: up to 200 g/m²; HP 10 x 15 cm photo paper: up to 300 g/m²

The problem - if there is one - might be due to the actual surface on the "decal" or bumper sticker, the composition of the paper itself, the weight of the paper, the size of the paper.

The printer is not ideally suited to printing on "sticker" or label paper that is not actually a type and weight of supported media (kind of paper).

You could try it, of course.

Print Driver Settings Guide (Windows)

If the paper within the weight limitations for Brochure Paper (180 gsm)

Then

Select Media type = Brochure Matte or Glossy

OR

If the paper is heavier than Brochure Paper (180 gsm)

AND

The paper is "matte" (not glossy)

AND

The paper is within the weight limit for "card" stock,

Then

Select Media type Index card

There are also Paper Size limitations.

Media sizes, custom (U.S. standard)
Simplex: 3 x 5 in to 8.5 x 14 in; Duplex: 3 x 5.5 in to 8.5 x 12.2 in

AND / OR

If your paper is not already a supported paper size

You might be able to create a Custom Paper Size form for it.

Margins and / or Alignment might be a problem.

Margins are important and the "decal" template you use must be compatible with the printer.

Although borderless printing is supported, there are usually restrictions on which Media (kind of paper) and which paper sizes are supported for borderless.  Unfortunately, the Specs do not include margin information.  Typically, margins must be no smaller than .3 inches (and maybe .5 inches) - bottom margin might need to be .7 inches?  While normal documents (Word and PDF, for example) can be set to "normal" and this is usually "enough", templates used for special projects might use the templates "own" margin setting.  If the template margin is "enough" (close enough), then all is well.

Borderless printing
Yes (up to 8.5 x 11 in, 216 x 297 mm)
