So, I bought the HP 5660 printer/scanner combo about three months ago. When I installed the drivers on my Windows 10 Lenovo Laptop, it had issues finding the printer often, and I used the Printer and Scanner doctor app, which updated some stuff, and it fixed the problem. I now consistently can find that printer on my laptop.
Enter my wife’s laptop. Also a Lenovo brand laptop with Windows 10. I have been trying to install the driver for that same printer. The actually installer took forever when it was connecting to the printer, and then ultimately says “unsuccessful network installation” The device could not be installed over the network. It does find the printer during setup. HP Smart can see the printer and tell you all sorts of good stuff about it, including the IP address. Yet….the driver will not install and recognize that the printer is there.
Here are some things I’ve tried.
I have restarted things, made sure the IP address is valid on the printer, made sure the printer was connected to the network…all that…still…no dice.
I have deactivated the firewall.
I have run HP Print and Scan Doctor, which tells me that I need to install the full software before it can do anything, and the full software won’t complete instillation of the driver because it can’t install the over the network.
Sometimes, the Driver installer calls up the HP Smart application, which sees the printer just fine, and can even tell me everything about the printer…including its IP address. However, this program tells me that I have to “Install to Print” and gives me a button to Open Windows Settings.
Windows settings usually does not detect the printer in the Printers and Scanners, but will find it if I use the IP address. However, after choosing the port and clicking next to Add the Printer, I select the HP Envy 5660 series, and then I get a message that windows can’t install the Envy 5660 series kernel-mode print driver. Then says I should contact the manufacturer for help.
Depending on which way I attempt to install the driver, sometimes it will tell me that the driver can not be installed because Windows 10 has a policy that will not allow nt 4.0 drivers to be installed.
I tried the trouble shooting software that comes with the installer. This created an icon that, when you click on it, gives a list of directions for several different methods to fix printer connectivity issues. The Printer assistant found no issues.. uninstalling, wiping the registry, and reinstalling didn't work. After that, the trouble shooter did not have a lot else to offer.
HP folks, it should not be this hard to install a printer. EVER. Remember this same pirnter is working fine on another Lenovo laptop running windows 10. Please help me.

@Mr. Robot Since having asked this question, I found a solution, but it was none of the things you suggested, so I don't know if your solution would have worked. It sounded super complicated, but my solution was equally convolute. Since Windows 10 saw fit to remove the group policy editor, and since the policy not to allow the use of NT 4.0 drivers seemed to be the reoccuring road block to installing the device, I had to find a group policy editor online and install it. Once I adjusted the offending policies, which, in this case, were turning off “Disallow installation of printers using kernel-mode drivers”, and turning on "Point and printer Restrictions", the printer installed with absolutely no issues and performs well now. However, please send this thought to the right department. Why don't you UPDATE the driver so that it is not in conflict with Windows 10 group policies? Then there would not be 200 google hits for "HP printer will not install nt 4.0 driver blocked". Just a thought!

I understand you have issues installing printer drivers on your Windows 10 PC.
Don't worry I'd like to help you out.
Did you make any changes to your printer?
As you mentioned you have issues installing printer drivers on your Windows 10 PC.
Try the steps recommended below.
First, unplug the USB cable from the printer & PC if present.
Go to control panel – Programs and features – Select all HP Photosmart printer entries and uninstall them.
Go to control panel – Devices and printers – Select each of the printer entries and then select remove printer / device.
Now press the "windows key" + "r" to get the "Run" window open - Type "printui.exe /s" and press enter.
Under print server properties, go to drivers - remove any entry there as well.
Again go to "run" window, type – “c:/programdata” – Go to Hewlett Packard folder, remove any printer related folders & files.
Now restart your computer.
Open the Run window again, type “services.msc” and press ok to get services window.
Scroll down to “Remote Procedure Call (RPC)” – right-click and go to properties. Make sure the service is started and startup type is “Automatic”.
Now scroll up and go to “Function Discovery Provider Host” – right-click and select properties – Change the startup type to “manual” and start the service.
Repeat the same exercise on “Function Discovery Resource Publication” as well.
Click on http://ftp.hp.com/pub/softlib/software13/printers/EN5660/EN5660_Full_WebPack_40.11.1135.exe to install the printer drivers.
Connect the USB cable if needed.
Refer this article to further troubleshoot printer installation issues.

I followed the instructions and was able to remove all the prior printer drivers, including the current one that would not install. I rebooted, but did not do any of the recommended services updates. I then ran the current 5660 Driver install, and it installed. I noticed the screens were different so I was encouraged. I got to completed, and checked my Printers and Scanners page, and there was a different name for my printer in the list. So, I ran the HP 5660 icon on my desktop, and the Printer and Scanner software came up. Selected Scan, and now I have the photo I've been sweating over is on my desktop. I am so glad someone figured out how to solve the problem, cause I was getting really tired of all the posts of what to do once the Scanner software was installed.

Being a total unskilled person on PC's, I need you help in explaining how to do what you mentioned "Once I adjusted the offending policies, which, in this case, were turning off “Disallow installation of printers using kernel-mode drivers”, and turning on "Point and printer Restrictions". Maybe a "step by step" explanation?
I bought a new HP Pavillion 570-P064 desktop and stopped using my old Pavillion. I'm using the same HP Envy 5660 printer with a wireless connection, but in spite of installing the regular HP Application 3x, it was not recognized by my new PC.
Somehow one of the HP sites came up with another IP address (not the one I get from my home network) and managed to print normally. I never managed to scan as it is still not found by the HP app.
Today everytime I click on the HP app on my PC it starts the setup procedure instead of the app itself.
Three nights in a row trying everything the HP Support offers on this without success. I still cannot scan!
Could you please help me?
