I beleive I check a setting once to print something in black and white, but now when I print I no longer get an option. I p[rint lots of things, color and black and white and once I hit print there's no B&W or color option anymore.
* I can COPY things that print in color.
* Ink cartridges are only half depleted.
* I have uninstalled and reinstalled the latest drivers.
* HP Print and scan doctor says the settings, drivers and all are correct. Set for color.
What could I be missing?

Thank you for the information.
I recommend you create a new user account on the computer and then install the printer and check if it helps.
Follow the steps in the below article to create a new user account.

This is a great place to get support, find answers to your technical queries.
I understand that your printer is not printing color, need not worry I'll be glad to assists you.
Appreciate all your efforts in trying to fix the issue:)
I understand that you have tried uninstalling and reinstalling drivers,
However, I recommend you delete the driver at the root level and retry, follow the steps below:
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose `Delete' or `Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between "printui.exe" and "/s")
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
Then, Click on this link: https://hp.care/2JIYduG and download HP OfficeJet 4650 series Full Feature Software and Drivers
Try to print.

Thanks for helping me.
Unfortunately during this stage:

9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
It says it can't because the driveris in use. What can I do?
