I'm trying to print address labels using Avery 8160 address label sheet.  I cannot align it correctly because my printer does not give me the choice of choosing "label"  in the media section where you choose the type of paper you are using.  So as a result, the top half of the sheet is printed correctly and the bottom half is off.

No, normal printers won't give you this choice, they will print as normal A4 or letter papers. You need to use Avery 8160 template to create labels first. Please try
