I do not have any info on the HP EWS.
Have you tried setting up a new USER?

Back during the Windows 8 to Windows 8 Update to Windows 8.1 debacle, it was suggested that I set up a new user account. It ended in a worse nightmare for me. After that experience, I prefer not to explore that fix again.
There are two other techs on this forum who have gone into detail about EWS services. I have been hoping one of them would jump in. Is there a way to reach out to them directly instead?

In the beginning, much of this was like trying to understand a foreign language. After seeing much of the same jargon over and over, I am coming to understand a little more here and there. Something in my HP Network Configuration Page printout just caught my eye, please share your knowledge regarding it.
Oops! So sorry! Nothing wrong with IP address and Subnet Mask afterall.

This is a solved EWS services post here on this forum. It has an obscure approach to the problem, but it worked!

After all the ordinary fixes failed, the OP did the following as per HP Facebook Ink Support for EWS services.
"... check the system date on the HP printer which had changed to 2021."
I am clueless as to how to change the system date on my HP printer. Can you, please, help me with this? I am hoping this is the one bit of obscure information that fixes my problem. I have had great results with obscure fixes in the past when nothing else would work. (Got my fingers tightly crossed!)

There is date stored on the 3512.

Like everyone else with this mysterious problem, every new untried fix holds hope. When I first saw that thread it felt like "Eureka!" Now, I don't know.
Since I read that thread, I attempted to install the printer on a different laptop. It is an HP Envy 17 that my mother gave to me when my step-father passed away. It was a custom purchase from the HP website in 2014. At the time, it had awesome specs. I suppose it still does to some extent, with an i7 processor and 16GB of RAM. Anyway, it is head and shoulders above the laptop I have currently been trying to install the printer on. Plus this printer model had never been installed on the Envy. (Nor had any other HP printer.) So, I dusted the Envy off and set about installing the 3512 printer.
Prior to beginning, I opened my gateway interface to the 3512 printer so that I could see it in real-time on a web page.
In a nutshell, everything that I had experienced trying to install the 3512 printer on my Toshiba laptop also occurred with the Envy. However, since I am going to do a fresh install of Windows 10 and reassign ownership of the Envy to me, I played more aggressively with Windows Services. It felt aggressive to me because I blindly guessed at most of what I was doing. It involved starting several Windows Services that were stopped and changing their logins. These were services that I had seen elsewhere in the forums that involved printing. However, specific settings and dependencies were not clear for all of them. Nor, do I know for certain that I covered every one that needed adjusting.
However, this time I actually got to the web based printer interface using my printer's IP Address. I also got a print out confirming that I was connected to HP Web Services. Then, BOOM! Out came the little notification saying something to the effect that scantopc wasn't available.
I know nothing about logs and such, but I attempted to find something on my router log to help me identify something to work with. (From the forums, I had read of others doing this, but no specific directions were given.) I took a shot in the dark and looked for cmd issues. Using this, I found two entries. Paraphrased, they said:
RPC bad command
RPC timed out
They are listed above in the order they occurred. (*** Edited to add:***) Both are Windows Services used by HP Web Services.
If you need more than paraphrasing, I can copy them exactly and post them here.
Does this new information give us any thing new to build on for a solution?
