Good Day. A warm welcome to the HP community. I reviewed the case regarding issues with setup cartridges. I will be delighted to assist you here.
Superb description, brilliant troubleshooting and terrific observations made before posting. Kudos to you for that. 🙂
For better clarity and to assist you correctly, I would require more information regarding this:
- Did this error popup as soon as you installed the setup cartridges?
For now, try these steps:
- Please contact HP phone support to get replacement cartridges by following these steps.
HP Technical Support can be reached by clicking on the following link: http://hp.care/2r9wSvP
- Once the support page opens please select the country in which you're located. Next, enter your HP model number on the right.
- Next, choose the 'Contact Support' tab at the top and scroll down to the bottom of the 'HP Support- Contact' page to fill out the form provided with your contact information.
- Once completed click the 'Show Options' icon on the bottom right.
- Lastly, scroll down to the bottom of the page and select 'Get phone number.' A case number and phone number will now populate for you.
They will be happy to assist you immediately.
If the unit is under warranty, the manufacturer’s warranty should take care of it for you.
This should fix the issue for you.

WHAT IS HAPPENING TO HP?!?!?!?!
YOUR PRINTERS ARENT ACCEPTING THE INK CARTRIDGES!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
THIS IS THE 3RD HP PRINTER I HAVE PUIRCHASED THIS WEEK AND ONCE AGAIN THE INK CARTRIDGES THAT CAME IN THE ACTUAL PRINTERS BOX ARE THE "WRONG CARTRIDGES". HOW CAN THIS BE???????????????????? ARE YOU EVEN CHECKING THESE CARTRIDGES BEFORE SENDING THEM TO STORES?!?! APARENTLY NOT.
WHAT A JOKE. IVE BEEN BUYING HP PRINTERS FOR OVER 10 YEARS AND HAVE NEVER HAD AN ANY MAJOR ISSUES. THOSE DAYS ARE OVER. I SEE AFTER READING ONLINE THAT MANY CUSTOMERS HAVE BEEN HAVING THE SAME ISSUE....BUT YET ALL YOU SAY IT "TAKE IT BACK TO THE STORE"????????????????????
I'LL BE POSTING MANY GOOGLE REVIEWS AND PRODUCT REVIEWS ABOUT HP AND SAVE FUTURE CUSTOMERS THE HEAD ACHE OF GOING WITH HP.

I purchased this printer about a year ago. I also signed up for Instant Ink. I've replaced the original SETUP cartridges but never ran out of color since I mostly print in black. I was on the 3rd black cartridge when the printer required me to replace that cartridge. When I did I started getting the message "Do not use SETUP cartridges. So I replaced all my color cartridges as well but continue to get the same message.
