MY printer doesnt shut off after the 2 hour default setting with mylaptop shut off.

Connected wirelessly to your network.  Sorry, it won't shut off.

 

Auto-Off Settings

 

The printer will automatically turn off after a period of inactivity to help reduce energy use.

 

This feature is automatically disabled when the printer is connected to a computer or mobile device, a network, or a fax line (if supported).

 

Auto-Off turns the printer off completely, so you must use the power button to turn the printer back on.

 

It will only go into sleep mode which is fine.  Only uses 1.2 watts of energy.

As I understand your HP ENVY 4511 won't shut off when your laptop is set to shut down,

Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details: 

Did you change the sleep settings on your printer?

Have you checked the User Guide for details?

 

While you respond to that, here's what I recommend:

 

To set the Sleep mode time:

1. From the Home screen, touch ( Setup ). NOTE: If you do not see the Home screen, press the Home button.

2. Touch Power Handling.

3. Touch Sleep.

4. Touch After 5 minutes, or After 10 minutes, or After 15 minutes.

Exactly how is the printer connected to your network?  Depending on how it is connected it will not shut off but only go into sleep mode.

My printer is conneced wirelessly. I dont have a home network.  I set the sleep setting to 15 minutes and the sleep funtion works.  It just doesnt shut off even if my laptop has been turned off for over 2 hours.  Im not sure what you mean by how is your printer connected to a network?  The network setting are all set to the defaults.
