Every page that is printed has a Paper dog-eared on the top right of paper.
This is a new printer [OfficeJet 4650 All-in-One Printer series] out of the sealed box after sitting for 2 years. First time using it.
Any way to fix this dog-eared problem? Any help is appreciated!

Welcome to the HP Support Community.
To better assist you - What's the paper type and paper size that you are printing on?
To know more about the the paper type and size supported by this printer, refer "Paper-handling specifications" from this document.
While you respond to that, try a printer reset -
1) Take out the cartridges.
2) Unplug the power cord from the printer & wall.
3) Wait for 30 seconds.
4) Plug the power cord back into the printer and wall, ensure the printer is plugged into the wall & not to a surge protector.
5) Insert the cartridges back into the printer.
Try cleaning the paper feed rollers. Refer to step# 4 from here for step by step instructions.
Also, try updating the printer's firmware. Download and install the firmware update for Windows 10 (64-bit) from this link.

HP Copy&Print20
Tried resetting...didnt fix.
Tried printer firmare...upto date...didnt fix
Tried cleaning... Didnt find any blockage but now it does not dog-ear...
THANKS to the 3 possible fixes, I will keep these as a reminder on what to look for next time it happens!
