I think I have solved the problem of the flashing EE error and flashing lights on the control panel, for me anyways. The problem hasn't happened in about 10 days, where as it was happening about every 2 or 3 days.
I uninstalled the HP Smart app and deleted all HP folders on my laptop, rebooted and ran the Bluetooth and Devices in Settings and clicked the Add Device, it found my printer instantly and installed it... no HP Smart app was added and everything works... print, copy and scan. Also, just in case it doesn't remove all printers as shown in Control Panel Devices and Printers... simply delete them before running Add Device.

I am glad you got the printer working.
There was a recent problem with hp smart that was supposedly fixed.
uninstall hp smart then re-install it.
To install the latest versions, run WSRESET from the windows search bar and then select HP Smart from the Microsoft store app. HP Smart is useful to get better error messages and for scanning if HP Scan is not available.

There is a fast way to uninstall old HP or any OEM printer drivers from windows.
Run the following app from the command line
printui /s |
Remove all references to the HP printer.
Install the new driver and then search for the printer

So there was sort of a bug... I'll just keep it the way I have it now, can't mess up what's working 😀
There seems to be a lot of people with the same problem, hope this helps them as well.
