I have this exact same issue: https://h30434.www3.hp.com/t5/Printing-Errors-or-Lights-Stuck-Print-Jobs/stupid-blinking-lights-can-...
It's a brand new printer. And two times now it will randomly be in a state where all the lights are flashing back and forth, and it's completely unresponsive. Even the power button does nothing. I can only unplug the printer to restart it which is super jenky.
How can I resolve this??

I have this same printer problem. Mine is not a new printer, but it worked fine until about 4 months ago and the flashing has not gone away. If there is a reply to this question, it would be great if someone has a solution.

Welcome to the HP Support Community.
I'd love to help.
If it's a brand new Printer, I'd recommend you to get it exchanged either from the place of purchase or from the HP Support Team.

Let's try to reset the Printer here:
Reset the product
- With the printer turned on, disconnect the power cord from the rear of the printer.
- Unplug the power cord from the wall outlet.
- Wait at least 60 seconds.
- Plug the power cord back into the wall outlet.
- Reconnect the power cord to the printer.
- Turn the printer on. HP recommends plugging the printer directly into a wall outlet.
Also, try connecting the Printer to a different wall outlet directly.
Try a firmware update: https://support.hp.com/us-en/document/ish_1776648-1643972-16
Let me know if this helps.

Are you talking about your suggestion of exchanging the printer? I'd rather not have to go through the hassle. Could you please instead share the solution you shared in a private message in this thread? https://h30434.www3.hp.com/t5/Printing-Errors-or-Lights-Stuck-Print-Jobs/stupid-blinking-lights-can-...
