It's a brand new printer. And two times now it will randomly be in a state where all the lights are flashing back and forth, and it's completely unresponsive. Even the power button does nothing. I can only unplug the printer to restart it which is super jenky.

 

How can I resolve this??

I have this same printer problem. Mine is not a new printer, but it worked fine until about 4 months ago and the flashing has not gone away. If there is a reply to this question, it would be great if someone has a solution.

If it's a brand new Printer, I'd recommend you to get it exchanged either from the place of purchase or from the HP Support Team.

Let's try to reset the Printer here:

 

Reset the product

  • With the printer turned on, disconnect the power cord from the rear of the printer.
  • Unplug the power cord from the wall outlet.
  • Wait at least 60 seconds.
  • Plug the power cord back into the wall outlet.
  • Reconnect the power cord to the printer.
  • Turn the printer on. HP recommends plugging the printer directly into a wall outlet.

Also, try connecting the Printer to a different wall outlet directly.

 

Try a  firmware update: https://support.hp.com/us-en/document/ish_1776648-1643972-16
