Four lines across page

After a long time with no trouble, the printer has started producing four, equally spaced, horizontal lines across the (A4) page.  There is a dot on the line near the left-hand end (about where you would expect the margin to be) .  Looking at the toner drum there is a black spot on the far side, so presumably this is the point in the rotation that it is coming from.  I've tried several blank pages to see whether it was just a blob that was stuck, but there is no change in the intensity of the lines.  Occasionally one of the lines is absent, even though the dot is still there.  This was a replacement HP cartridge some time in the last year, but I don't print enough for this to have run out.

Photo drum = toner cartridge. Replace toner.

Do I ge3t any compensation for a cartridge that can be less than a third of its way through its advertised life?
