Ever since having a power surge my printer won't turn on. I've replaced the fuse and the large capacitor, which was visibly damaged, on the motherboard but the fuse keeps blowing each time the printer is plugged in, not even turned on. Apparently this motherboard is not a replaceable part. All other components on the motherboard LOOK ok but of course no way to know for sure without testing and I have no way to test them,

 

Does anyone know of a 3rd party provider of this motherboard or have any ideas on what the problem might be?

Have you checked the power supply? Your source for parts is probably limited to finding someone parting out a machine that failed for a different reason.
