I support call led me to this printer jamming paper after the fuser assembly started deteriorating and ghost printing on everything. It was jamming at the very top of the printer before the tray.
Looking from the back, down into the left side of the fuser. This white gear spins clockwise, resulting in the page buckling upwards on these three black rollers.

At this set of gears, this one seems to rotate in the wrong direction where the black rollers meet some white cylinders. The paper has three kinks where these wheels seem to be forcing the paper up into the case instead of down towards the cylinders and out into the paper tray.
I tried a used fuser assembly and it did the same thing, assuming it was up for parts because of the fuser and not the transfer belt as another tech had left a note.
I didn't take apart a brand new one to investigate a third one yet.

It looks to me like the fuser is wrongly installed. Remove fuser and check the left side of the fuser is the solenoid lever installed properly in the printer.
The black level from the solenoid should go to the white plastic lever inside of the printer. When installing you can miss those two.

Check closely because those gears do turn both directions. One direction to feed paper out and the reverse direction to refeed paper that is being duplexed. It could be the duplex solenoid sticking or not working at all

Hello
If your printout gets stuck in exactly the same situation each time, you may have a sensor problem
But in general, pay attention to these points
1- Working the hot roller and press correctly. Does your fusion rotate properly when working?
2-Gear timing adjustment
3- Sensor
