Welcome to the HP Community --

Not sure - The Troubleshooting document explains several types of errors --

I don't see one for every single light flashing.

HP DeskJet 2700, DeskJet 4100, DeskJet 4800 printers - Blinking lights and error codes

Check through the document anyway - if what you are seeing matches any of what you find, use that as a starting place.

One of the starting points might be

While printer is still switched ON > unplug the printer for at least a minute,

Next,

Plug printer into a standard wall outlet (not a surge protector as these can inhibit needed power at startup).

If the printer does not start on its own, press the power button to start.

Wait for complete boot or perhaps further instructions on the panel.

and...

Read the user manual -- at least the parts about the control panel and connecting the printer -

What else?

New printer is in-Warranty.

Standard Warranty generally includes a brief "setup coverage" period.

Thanks for the suggestion. The issue is that as soon as I plug it in, all the lights start flashing and I cannot do any of the recommended steps (in any HP suggestion or user video I can find).

Understood.

I don’t know.

Maybe unplug printer for at least one minute - plug into wall outlet > if the printer does not start, press the power to start > Wait for printer to completely boot.

No Joy?

It might be time to contact HP Support.

Not contacting support. Just brought home from store. I will just return and try a different one.
