HP 3830 Officejet was purchased in Sept 2019. The original 63XL black ink cartridge is used up. I installed a "GreenBox" ink cartridge but now the printer keeps giving me an error code to reinstall the cartridge. Consequently, it will not print at all now.

HP cannot control the quality of third party cartridges but they are often defective, see the document here for some test results.
I suggest you contact your supplier for a warranty replacement of the defective cartridge. If the supplier will not stand by their product I suggest you purchase genuine HP cartridges, they have a warranty.

I have to say, "Excuse me! I'm not in to paying the price of a new printer to purchase (2) black ink cartridges." If the price was just $20 per cartridge, I would do exactly as you say. Until then, I can use Lexmarck or any other printer that will accept the standard design of the ink cartridge body.

The choice is yours. I worked with inkjet cartridges for a decade or so and never heard of a standard design for inkjet cartridges. Are you trying to use Lexmark cartridges in an HP printer? Your printer needs HP 63 or 63XL cartridges.
Standard Black HP 63 cartridges are less than $20 each in a two-pack. You might also consider an Instant Ink program, where you subscribed to a set number of pages per month at a fixed cost. See here for information.
