HP Deskjet 9800 has no error lights, still not printing

So I just tried starting up my Deskjet after not using it for probably 2+ years and it's not printing. The printer will accept the paper and try to print it just fine, but it just spits out a blank page. Obviously the ink might be out, but when I purchased it, it apparently had a full cartridge and I only used it a handful of times. Also there is no light blinking indicating a low cartridge. The last thing I want to do is to buy a new cartridge only to find out that isn't the problem. I should also note that when I first started it up today, I noticed a black piece of paper jammed inside of it. It's almost like a white piece of paper got stuck in it, and got completely covered in black ink. Any help would be appreciated.

If the printer was unused for a long period ink inside the cartridge gets dried and you get empty pages out.
