It tried it. It is not the power supply.
I removed the power supply (really easy) from the printer and it makes its own sound but that is a very minor hum. As soon as one reconnects the printer to the power supply, the hissing starts again, so it must be something else inside the printer where this sounds comes from.
Any other ideas would be helpful.

Well in my case I'm on my second 7640 with the exact same problem. I am not willing the request a third exchange. This one took weeks to get replaced. Its a big hassle just to get another one exactly the same. I see this is a common problem with these models and some other HP ones...
I think i'll just grab a refund while I can and get another printer that does not drive me crazy when connected to the outlet...
I have been an HP printer user since forever, never used another brand at home. Maybe it's time to try new things...

Although the sound may be emenating from inside the printer, the solution is to replace the power supply which is causing the internal component to make noise. You will need to contact HP Support to setup a replacement power supply order.

Although not very common, some users have had units that exhibit this highly annoying hum or high pitch sound on their Envy 7640.
Luckily, HP has improved the power supply module and can send a replacement power supply out to you for free.
Folks who have received the new updated power supplies have reported this eliminated the noise.
It is an easy solution (simple as changing batteries in a remote)! Contact HP Support (1-800-474-6836 in the US) or check online for the HP phone number in your country.
