We have a Laserjet 2035 having streaking on output a week after changing the toner cartridge. And how would you perform cleaning test on a LJ 2035?

More likely a bad toner cartridge than a printer issue. Remove the cartridge and examine the drum and tap the cartridge lightly while holding the cartridge over a piece of white  paper. If you get toner on the page you likely have a leaking cartridge. If the drum has toner smears on it then that is another sign of a bad cartridge.

This is the second I've installed a new toner cartridge with same results. So I don't think it is a bad HP toner cartridge. 

We're going to get a new printer.
